We saw that God is the one who places people in positions of political authority in the nations of the earth. (Mostly non-believers and a very few believers at the highest positions but many more believers hold secondary and lesser positions.) We also saw that these civil leaders are servants of God, and therefore, like every other servant of God, they are required to be faithful, as they will give account of their actions to God.

What if they are Bad Rulers?
And that servant who knew his master’s will but did not get ready or act according to his will, will receive a severe beating. But the one who did not know, and did what deserved a beating, will receive a light beating. Everyone to whom much was given, of him much will be required, and from him to whom they entrusted much, they will demand the more. Luke 12:47-48
For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, for he is God’s servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God’s wrath on the wrongdoer. Therefore one must be in subjection, not only to avoid God’s wrath but also for the sake of conscience. Romans 13:3-5
So then each of us will give an account of himself to God. Romans 14:12
Moreover, it is required of stewards that they be found faithful. 1 Corinthians 4:2

How Will God Judge Leaders?
When heathen who have no Law instinctively obey what the Law demands, even though they have no law they are a law to themselves, for they show that what the Law demands is written on their hearts, and their consciences will testify for them, and with their thoughts they will either accuse or perhaps defend themselves, on that Day when, as the good news I preach teaches, God through Christ Jesus judges what men have kept SECRET, Romans 2:14-16.
And if, although they are physically uncircumcised, they obey the Law, they will condemn you, who break the Law, although you have it in writing, and are circumcised. For the real Jew is not the man who is one outwardly, and the real circumcision is not something physical and external. The real Jew is the man who is one inwardly, and real circumcision is A MATTER OF THE HEART, a spiritual, not a literal, thing. Such a man receives his praise not from men, but from God. Romans 2:27-29
Now it is required that those who have been given a trust must prove faithful. I care very little if I am judged by you or by any human court; indeed, I do not even judge myself. My conscience is clear, but that does not make me innocent. It is the Lord who judges me. Therefore judge nothing before the appointed time; wait till the Lord comes. He will bring to light what is hidden in darkness and will expose the MOTIVES of men’s hearts. At that time each will receive his praise from God. 1 Corinthians 4:2-5
God’s ‘servants’ will give account for their service to God. Especially believers.
